Probably a couple of lines of python at it's simplest. Then just add a couple more lines to send the details of any login attempts somewhere else and you've got yourself a quick and easy phishing site. DO NOT log in to it :) I doubt anything of twitter is running on google infrastructure. Looking at twitter.coms IP it's hosted with NTT America, Inc.
